Canada set 2026 study permit targets at 408,000 total (155,000 new permits plus 253,000 extensions), representing a 7% decrease from 2025

Starting January 1, 2026, master's and doctoral students at public designated learning institutions no longer need Provincial Attestation Letters (PAL/TAL)

Joint program students now require only one credential and one attestation letter, streamlining the application process

What You Should Do

  • If pursuing master's or doctoral studies at a public DLI, apply without PAL/TAL starting January 1, 2026
  • For undergraduate and college programs, ensure you obtain the required Provincial Attestation Letter before applying
  • If enrolled in joint programs, prepare documentation for one credential and one attestation letter only
