Effective April 1, 2026, Canadian passport applicants are guaranteed processing within 30 business days or receive a full fee refund under the new '30 days or free' initiative; passport fees also increased slightly (adult 10-year passport: $163.50, up from $160).

On May 4, 2026, IRCC announced it is accelerating PR processing for up to 33,000 workers already in Canada in smaller communities through the In-Canada Workers Initiative — this is not a new stream, but faster processing of existing applications under specified regional and pilot programs.

Canada's 2026–2028 Immigration Levels Plan targets a reduction of new temporary resident arrivals from 673,650 in 2025 to 385,000 in 2026, aiming to reduce the temporary resident share of the population to 5% by end of 2026.

What You Should Do

  • If you need a Canadian passport, apply now. As of April 1, 2026, if your application takes longer than 30 business days from receipt of a complete application, you are entitled to a full fee refund. Submit at a passport office or Service Canada location and keep your receipt as proof of submission date.
  • If you are a worker in a smaller Canadian community who applied for PR under a regional or pilot program (e.g., Rural and Northern Immigration Pilot, Atlantic Immigration Program), check whether your application may be eligible for accelerated processing under the In-Canada Workers Initiative announced May 4, 2026. Contact IRCC via the IRCC web form at canada.ca/ircc-contact to ask about your application status.
  • If you are planning to apply for temporary residence in Canada (work permit, study permit, or visitor visa) in 2026, be aware that Canada is significantly reducing temporary resident intake targets. Apply as early as possible and ensure your application is complete to avoid delays in a tighter processing environment.
