On June 19, 2026, Canada published proposed regulations under the Strengthening Canada's Immigration System and Borders Act to modernize the asylum process, including clearer timelines, faster work permit access for eligible claimants, and a 30-day public consultation period open now.
The 2026–2028 Immigration Levels Plan targets a reduction of Canada's temporary population to below 5% of total population by end of 2027, with new temporary resident arrival targets set at 385,000 in 2026 and 370,000 in both 2027 and 2028.
IRCC's 2026–27 Departmental Plan identifies three key priorities: sustainable managed migration aligned to regional economic needs, simplified and modernized digital program delivery, and an orderly migration system with stronger program integrity.
