PR & Citizenship Update — May 28, 2026

Thursday, May 28, 2026

On May 4, 2026, IRCC announced the In-Canada Workers Initiative will accelerate PR processing for up to 33,000 workers already in Canada over 2026–2027, targeting workers in smaller communities with ties to regional and pilot programs — this is not a new Express Entry stream but an acceleration of existing applications.

Over 6,000 new citizens from 40 countries were welcomed during Citizenship Week (April 12–18, 2026), with over 80 ceremonies held across Canada.

New PR pathways expected in 2026 include a TR-to-PR pathway targeting up to 16,500 people per year in 2026 and 2027, and an accelerated pathway for H-1B holders announced in Budget 2025.

What You Should Do

  • If you have already submitted a PR application under a regional or pilot program (e.g., Rural and Northern Immigration Pilot, Atlantic Immigration Program) and live in a smaller community, check ircc.canada.ca or contact IRCC to confirm whether your application qualifies for accelerated processing under the In-Canada Workers Initiative announced May 4, 2026.
  • If you are a temporary worker hoping to use the new TR-to-PR pathway (targeting ~16,500 spots per year), prepare documents now including proof of Canadian work experience, tax returns, and community ties — the last TR-to-PR pathway filled within hours of launch, so early preparation is critical.
  • If you hold a US H-1B visa and are interested in the accelerated Canadian PR pathway signalled in Budget 2025, monitor IRCC announcements at canada.ca/en/immigration-refugees-citizenship/news.html for eligibility criteria and intake opening dates.
  • If you have a pending citizenship application, note that citizenship grant processing times have increased as of February 2026 — check current times at canada.ca/en/immigration-refugees-citizenship/services/application/check-processing-times.html and plan ceremonies accordingly.

Topics Covered

Citizenship Processing Improvements: Despite over 80 citizenship ceremonies welcoming ~6,000 new citizens during Citizenship Week (April 12–18, 2026), citizenship grant processing times have increased as of February 2026, attributed to growing demand.

2026-2028 Immigration Levels Plan: The In-Canada Workers Initiative — first announced in November 2025 as part of the Levels Plan — is being implemented by accelerating existing PR applications for up to 33,000 workers in smaller communities, not through new Express Entry draws.

PR Card Processing Efficiency: New PR card processing was reported at approximately 48 days as of January 2026, while broader PR processing times remain variable across streams.
