Study Permits Update — October 19, 2026
Monday, October 19, 2026
Canada will issue up to 408,000 study permits in 2026 — 155,000 to new international students and 253,000 extensions — a 7% reduction from the 2025 target and 16% below 2024, continuing the push to shrink the temporary resident population below 5% of Canada's total population by end of 2027.
As of January 1, 2026, master's and doctoral students enrolled at eligible public Designated Learning Institutions (DLIs) are exempt from the Provincial/Territorial Attestation Letter (PAL/TAL) requirement when applying for a study permit.
IRCC updated officer instructions on July 24, 2026 to tighten financial checks: officers must now assess the source of funds in all cases (not just high-risk ones), may request supplementary financial documents based on any application's facts, and must review six months of bank statements (up from four months) including the month before submission.
What You Should Do
- If you are applying for a master's or doctoral study permit at a public DLI, confirm your institution appears on IRCC's list of eligible public DLIs (to be published at canada.ca) before submitting — you do not need a PAL/TAL, but you must still meet all other study permit conditions.
- Prepare six months of bank statements (including the month immediately before you submit your application) to meet the updated IRCC financial documentation standard. Ensure statements clearly show both the amount and the source of your funds, as officers are now required to assess both for every application.
- If you are a new undergraduate or college-level applicant, check your province or territory's 2026 PAL/TAL allocation and obtain your attestation letter before submitting your study permit application. Contact your intended Designated Learning Institution for guidance on how to obtain a PAL/TAL in your province.
- If you are already in Canada on a study permit and need an extension in 2026, confirm you qualify under the 253,000 extension allocation. Review IRCC's current study permit renewal requirements at canada.ca/en/immigration-refugees-citizenship/services/study-canada/extend-study-permit.html and ensure your financial documents meet the updated July 2026 standard before applying.
