Canada's In-Canada Workers Initiative is fast-tracking up to 33,000 temporary workers to permanent residence in 2026 and 2027, targeting existing PR applicants in the PNP, AIP, RCIP, FCIP, Caregiver pilots, and Agri-Food Pilot who have lived in smaller communities for at least two years.

IRCC confirmed that eligible applicants do not need to take any action — the department is proactively selecting and accelerating applications from existing inventories.

Several PR pathways have recently closed, including the TR-to-PR pathway, the Agri-Food Pilot, and the Economic Mobility Pathways Pilot (EMPP), narrowing available routes for new applicants.

What You Should Do

  • If you applied for PR through PNP, AIP, RCIP, FCIP, Caregiver pilots, or the Agri-Food Pilot and have lived in a smaller Canadian community for at least 2 years, check your IRCC secure account at canada.ca/ircc-account regularly — IRCC may be proactively fast-tracking your application with no action required from you.
  • If you were relying on the TR-to-PR pathway, Agri-Food Pilot, or EMPP for your PR application and have not yet applied — note these programs are now closed. Review currently open PR pathways at canada.ca/immigrate-canada to identify your next best option.
  • If you are in the TR-to-PR pathway and your 2021 PR application is still pending, apply for an open work permit extension before December 31, 2026 at canada.ca/tr-pr-pathway-open-work-permit to maintain your work authorization.
