IRCC updated processing times on August 5, 2026: study permit wait times increased by one week for applicants from Nigeria and the Philippines, while Pakistan saw a dramatic 14-week surge in work permit processing (rising from 11 to 25 weeks).
Canada's 2026 study permit cap is set at 309,670 application spaces, with up to ~408,000 permits expected to be issued; master's and doctoral students at public DLIs are exempt from the PAL/TAL requirement as of January 1, 2026.
Single applicants outside Quebec must show CA$22,895 in living funds on top of first-year tuition and travel costs; spousal open work permits are now only available to partners of master's, PhD, and select professional degree students.
What You Should Do
- If you are applying from Nigeria or the Philippines, account for the updated study permit processing time (now one week longer as of August 5, 2026) when planning your application timeline. - If you are a master's or doctoral student applying to a public DLI, confirm you qualify for the PAL/TAL exemption before applying — you do NOT need to obtain a Provincial Attestation Letter. Verify your institution's DLI status at canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/designated-learning-institutions-list.html.
- Gather proof of living funds: as of September 1, 2025, single applicants outside Quebec must show CA$22,895 in available funds (plus first-year tuition and travel). Prepare bank statements or financial documents reflecting this amount before submitting your study permit application on IRCC's online portal at canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/apply.html.
- If you are a college or undergraduate applicant at a public institution, contact your provincial or territorial government to obtain your PAL/TAL before applying, as the cap of 309,670 spaces is allocated by province and letters are issued on a first-come basis. Check your province's education ministry website for PAL application details.
