Canada is tightening financial checks for study permit applicants as of July 24, 2026: officers must now assess the source of funds in all cases (not just high-risk ones), and can request 6 months of bank statements (up from 4 months) based on the facts of any individual application.
The 2026 international student cap targets up to 408,000 study permits (155,000 new arrivals + 253,000 extensions), a 7% drop from 2025 and 16% drop from 2024; master's and doctoral students at public designated learning institutions (DLIs) are exempt from the provincial/territorial attestation letter (PAL/TAL) requirement starting January 1, 2026.
IRCC also updated its compliance guidance for study permits and Post-Graduation Work Permits (PGWP), clarifying that non-compliance with study conditions — such as unauthorized institution changes or work violations — can negatively affect future temporary or permanent residence applications.
What You Should Do
- If applying for a study permit, prepare 6 months of bank statements (including the month prior to your application date) plus employment/financial documentation for any funding source. Upload these with your application on the IRCC portal at ircc.canada.ca.
- If you are a master's or doctoral student at a public DLI, confirm your institution appears on the upcoming IRCC list of eligible public DLIs (to be posted at canada.ca) so you know whether you need a PAL/TAL for your 2026 study permit application.
- Ensure your financial proof covers CA$22,895 in living costs plus first-year tuition when submitting a study permit application for 2026, as this is the current required threshold.
- If you are a current study permit holder, review IRCC's updated compliance guidance at canada.ca/en/immigration-refugees-citizenship to confirm you are meeting all study conditions (institution, program level, work hours), as violations can now impact future PR or temporary residence applications.
- Spousal Open Work Permits in 2026 are only available for spouses of master's, PhD, and select professional degree students — if you are in another program level, do not apply for a spousal OWP as it is no longer eligible.
