Canada is reducing study permit issuances to 408,000 in 2026 — 7% lower than 2025 and 16% lower than 2024 — as part of its plan to cut the temporary population below 5% of total population by end of 2027.
Starting January 1, 2026, master's and doctoral students at public Designated Learning Institutions (DLIs) are exempt from the national study permit cap and no longer need a Provincial/Territorial Attestation Letter (PAL/TAL); doctoral students applying online from outside Canada also get a 14-day processing target.
As of July 24, 2026, IRCC updated officer instructions to require stricter financial checks for all study permit applicants — including 6 months of bank statements (up from 4) and mandatory review of funding sources for every application, not just high-risk ones.
What You Should Do
- If you are a master's or doctoral student applying to a public DLI in Canada, confirm your institution is on IRCC's list of eligible public DLIs (to be published at canada.ca) before submitting your study permit application — you do NOT need a PAL/TAL starting January 1, 2026.
- If you are a doctoral student applying online from outside Canada, submit your application online to take advantage of the 14-day processing target; include any accompanying family members' applications at the same time to qualify for the same expedited timeline.
- All study permit applicants must now provide 6 months of bank statements (including the month prior to submission) as proof of funds, plus documentation of the source of those funds. Gather these documents before submitting your application to avoid delays or refusals.
- If you are a student at a private DLI, note that you are still subject to the national cap and must obtain a PAL/TAL — check with your institution about their allocation status before applying.
- If you plan to bring a spouse or dependant, confirm your program qualifies: spousal Open Work Permits are only available for master's, PhD, and select professional degree students as of 2026. Review eligibility at canada.ca/en/immigration-refugees-citizenship.
