Canada is reducing the number of study permits issued in 2026 to up to 408,000 (including 155,000 for newly arriving students), a 7% drop from 2025 and 16% drop from 2024, as part of efforts to reduce the temporary population below 5% of Canada's total population by end of 2027.
Starting January 1, 2026, master's and doctoral students at public designated learning institutions (DLIs) are exempt from needing a provincial/territorial attestation letter (PAL/TAL) with their study permit application.
As of July 24, 2026, IRCC updated officer instructions to require stricter financial checks for all study permit applicants, including mandatory review of fund sources, up to 6 months of bank statements (including the month prior to application), and broader use of supplementary financial documentation—no longer limited to 'high-risk' cases.
What You Should Do
- If you are applying for a master's or doctoral study permit at a public DLI on or after January 1, 2026, you do NOT need to include a PAL/TAL. Check the list of eligible public DLIs on canada.ca (IRCC states the full list will be posted soon) before submitting your application.
- All study permit applicants (new and renewal): Prepare at least 6 months of bank statements, including the month immediately before your application date, to meet the updated financial documentation requirements effective July 24, 2026. Ensure statements clearly show the source of your funds.
- If you are applying for a study permit renewal, be aware that officers must now assess your funds based on the first year following your renewal—ensure your bank statements reflect sufficient funds for that period, not just the current year.
- Undergraduate and college-level applicants at public DLIs: Confirm your province's PAL/TAL allocation for 2026 on canada.ca before applying, as the cap reduction means fewer spots are available.
