Starting January 1, 2026, master's and PhD students at public Designated Learning Institutions (DLIs) are exempt from Canada's study permit cap and no longer need a Provincial/Territorial Attestation Letter (PAL/TAL).
Canada's 2026 study permit cap is set at 155,000 new international student arrivals, down 7% from 2025's target of 437,000 total permits, with 253,000 extensions also expected — part of a broader push to reduce Canada's temporary resident population below 5% of total population by end of 2027.
Doctoral students applying from outside Canada can now receive a study permit decision within 14 calendar days under a new expedited processing stream.
What You Should Do
- If you are a master's or PhD student applying to a public DLI for January 2026 or later, confirm you do NOT need to obtain a PAL/TAL before submitting your study permit application — check your DLI's designation status at canada.ca/designated-learning-institutions.
- Doctoral students applying from outside Canada: submit your study permit application through your IRCC online account and ensure your application clearly indicates doctoral-level enrollment at a public DLI to qualify for the 14-calendar-day expedited processing.
