IRCC is fast-tracking permanent residence applications for up to 33,000 temporary workers under the In-Canada Workers Initiative, targeting workers in smaller communities who applied through specific programs (PNP, AIP, RCIP, FCIP, Caregiver pilots) — no new application is required, as IRCC selects eligible files from existing inventories.
The initiative, first announced in Budget 2025 (November 2025), is being implemented outside the Express Entry system and is limited to accelerating PR applications already submitted — it is not a new PR stream or Express Entry draw mechanism.
What You Should Do
- If you applied for PR through the PNP, Atlantic Immigration Program, Rural Community Immigration Pilot, Francophone Community Immigration Pilot, or a Caregiver pilot and live in a smaller community in Canada, check your IRCC online account at canada.ca/ircc-account for status updates — IRCC is processing eligible files without requiring any action from applicants.
- If you are eligible for the In-Canada Workers Initiative open work permit (TR-to-PR 2021 pathway applicants), apply before December 31, 2026 at canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/tr-pr-pathway/open-work-permit.html — this allows you to work for any employer while waiting for a PR decision.
- If you applied for PR through any of the targeted programs and have not yet received correspondence from IRCC, ensure your contact information and mailing address are current in your IRCC online account — IRCC will reach out directly to eligible applicants.
