Study Permits Update — June 11, 2026
Thursday, June 11, 2026
Canada set the 2026 international study permit cap at approximately 408,000 — a 7% drop from 2025 — with a national cap of roughly 155,000 new study permits; Master's and PhD students at public universities are now exempt from the Provincial Attestation Letter (PAL) requirement.
Undergraduate and college applicants at public institutions still require a PAL or Territorial Attestation Letter (TAL), while private colleges that are not designated as 'licensed' are not eligible for Post-Graduation Work Permits (PGWPs).
Students in joint programs now require only one attestation letter for a credential spanning multiple institutions, and spousal open work permits are restricted to spouses of Master's, PhD, and select professional degree holders only.
What You Should Do
- If you are applying for a Master's or PhD program at a Canadian public university for Fall 2026, confirm with your institution that you are exempt from the PAL requirement and proceed with your study permit application at ircc.canada.ca without waiting for a provincial attestation letter.
- If you are an undergraduate or college applicant, contact your Canadian institution to request a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) before submitting your study permit application, as these are still required for your category.
- Before enrolling at a private college in Canada, verify that the institution is on the IRCC-designated 'licensed' institutions list to confirm PGWP eligibility — check the list at canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/after-graduation/about.html.
- If you are planning to bring a spouse to Canada while studying, confirm whether your program qualifies for spousal open work permit eligibility (only Master's, PhD, and select professional degrees qualify) before making plans — check the current list at canada.ca.
- Ensure you can demonstrate CA$22,895 in living costs plus first-year tuition as proof of financial support when submitting your 2026 study permit application.
